On December 12, authorized by National Development and Reform Commission, Jiangsu Development and Reform Commission and Jiangsu Provincial Communications Department organized experts hosted acceptance conference about the new road material national engineering laboratory construction project. At the conference, experts through report of construction achievement, inspect the situation of construction project on-site, inquiry question, etc to do the acceptance, and issued acceptance advice, eventually agreed to the acceptance of the new road material national engineering laboratory construction project.

The laboratory as a project legal unit by Jiangsu Transportation institute, joint of Southeast University and China Petroleum & Chemical Corporation established together. It was approved by National Development and Reform Commission, and one of the national engineering laboratories during the 12th five-year plan period.At present, the national engineering laboratory has completed the construction task indicators issued by National Development and Reform Commission.

National engineering laboratory revolved national highway development planning, combined with their own conditions, to carry out the research work mainly focus on engineering application technology, new materials, new product. It has built three research platforms which are high performance road materials, environment-friendly road materials and functional road materials, and obtained a series of important scientific achievements. Jiangsu Transportation institute as the lead unit revolved asphalt base high-performance pavement materials, epoxy resin materials, low energy consumption road materials, asphalt emulsion products, etc developed 16 key technology, 36 applications for national invention patents, of which 27 are authorized and 9 are accepted.

The relevant technical standards and application guidelines were compiled, including 2 national standards, 1 industry standard, 2 group standards, 7 local standards in Jiangsu province, and 14 application guides. It is identified that Durability of High Modulus Hot Recycled Asphalt Mixture Technology Research, Provincial Highway Intersection Reconstruction Project of Asphalt Pavement Structure and Material Application Research and SMA Pavement Thermal Regeneration Technology, etc. These results of such projects have achieved the goal of reducing energy consumption by more than 20%, extended the service life of road by more than 30% and the wast utilization rate by more than 95%.

The project through key technology research of construction of new road materials and engineering platform and carried out research and related construction technology in the aspect of durable, environmental protection, functional and high-performance new road material, etc,. It has made a series of key technology, formed a group of with independent intellectual property rights of new road materials, provided a strong support for reversing road materials research relied on foreign technology step by step. At the same time, it has set up a technical support platform of new road materials production, created favorable conditions for accelerating the formation and development of the emerging industries of road materials and gather and cultivate high-level talents.
